On October 15th and 16th 2016 the Jackson County Sheriff’s Office and the Florida Department of Alcohol, Beverage and Tobacco concluded an investigation into Club Secrets which resulted in the arrest of Granville Jerome Harvey Sr of Marianna. The Jackson County Sheriff’s Office initiated the investigation following numerous citizen complaints.
Undercover Officers were able to purchase alcohol from the establishment, which has never been licensed to sell alcohol by the State.
Following the confirmed sale of alcohol by Mr. Harvey to the undercover officer, State and County Law Enforcement Officers responded to the club and placed him under arrest for sale of alcohol without a license.
Upon entry into the club, the patrons began to rapidly exit. 10 separate packages of marijuana were seized after officials found the contraband abandoned in plain sight. The total weight of the marijuana was approximately 35 grams. Also seized were 24 large bottles of liquor and 95 bottles of beer that were on or behind the bar.
In October of 2009 Mr. Harvey applied for a building permit, which was granted by the Jackson County Development-Planning Department. The building permit specifically states that the building cannot be utilized for any purpose other than construction, until such time as a Certificate of Occupancy is obtained.
The stipulations for obtaining the Certificate of Occupancy included written approval from the Jackson County Health Department, The Fire Marshal’s Office, and the Jackson County Building Inspector. Mr. Harvey never applied for or received the certificate, allowing him use of the building.
In the initial inspection, the Fire Marshal stated that due to the square footage of the building, no more than 99 people shall be allowed inside the building at one time.
Additionally, the Health Department stated in their report that based on the capacity of the septic system, no more than 75 people shall be allowed to use the building at a time. The Health Department also stated due to the size of the drain field and its proximity to the building’s potable well, that well would have to be abandoned and they would have to connect to a public water supply to be in compliance.
The penalty for many of these violations is $500 per violation, per day. Some of the violations are criminal, and fall under State Statute as such.
Additional charges are forthcoming against Mr. Harvey.
Club Secrets has been the source of numerous loud music complaints by citizens in the neighborhood and several sexual assaults and shootings have occurred there.
