Man arrested on multiple charges

From Jackson County Sheriff Office

On April 18, 2016 approximately 11:00 pm a deputy with the Jackson County Sheriff’s Office was traveling north on Caverns Rd. behind a truck. As the truck approached the Chipola River Bridge the deputy observed a gunshot from the truck. 

The deputy initiated a traffic stop on Meadowview Rd near Club Dr.  An investigation during the traffic stop revealed Bret Steven Crumpler had fired a handgun from the truck and had placed the handgun in his waist band.  Also three small bags of marijuana were discovered on Crumpler’s person.

Bret Steven Crumpler was arrested and charged with carrying a concealed weapon, discharging a firearm from a vehicle, and possession of marijuana under 20 grams.  Crumpler was placed into the Jackson County Correctional Facility to await first appearance.


Fugitive from justice arrested

On 4-19-16 the Jackson County Sheriff’s Office received information that a fugitive, wanted in Arkansas, was residing on Circle T Way just west of Marianna.

The individual, identified as Daniel Lee Hayes, was taken into custody on a fugitive from justice charge and is being held for Arkansas. 

During the course of the investigation Deputies learned that Hayes is a registered sex offender in Arkansas and did not register upon moving to Jackson County approximately two years ago, as required by law.

On 4-20-16 Hayes was charged with Failure to Register as a Sex Offender by the Sex Offender Compliance Division of the Sheriff’s Office. He will be first appeared on 4-21-16 on that charge. 

The Jackson County Sheriff’s Office endeavors to maintain our community as a safe place to live, work and visit through the vigilant compliance and monitoring of registered sex offenders.

From Jackson County Sheriff’s Office

On Friday, April 22, 2016 the Jackson County Sheriff’s Office concluded an ongoing investigation in the illegal sales and distribution of methamphetamine in the Greenwood area. A Search warrant was executed at a residence located off of Dozier Road, Greenwood, Florida. The investigation and subsequent search warrant came as a result of numerous citizen complaints and tips indicating residents, were regularly distributing methamphetamine from the residence.

During the course of the search, Investigators located a series of items consistent with the   possession of and use of illegal narcotics. These items included various forms of drug paraphernalia including, baggies with residue, smoking implements and user amounts of methamphetamine.

At the conclusion of the investigation, Amy Boggs and Karlee Bush were placed under arrest and transported to the Jackson County Correctional Facility to await first appearance.

Sheriff Lou Roberts and the Jackson County Drug Task Force are committed to continuing to rid our community of any and all dangerous drugs and will continue to target and actively pursue anyone   who chooses to manufacture, deliver, transport, distribute, and possess illegal narcotics in our Community.

From Marianna Police Department

On April 23, 2016 at approximately 1316 hours, officers with the Marianna Police Department responded to Executive Inn in reference to a dispute. The manager of Executive Inn advised he had two tenants who failed to leave the room at the determined check-out time and were refusing to vacate the room. Officers made contact with two individuals at the room in question who were identified as Lisa Shelton and James Jeffcoat and advised the couple they had to leave the property at the manager’s request. Shelton and Jeffcoat began loading their belongings into their vehicle. While doing so officers observed Shelton drop multiple items including what was determined as drug paraphernalia on the pavement beside her vehicle. Shelton tried to quickly grab the items and put them in her vehicle as officers approached. Jeffcoat acknowledged that one of the items still lying on the pavement which was a marijuana grinder was his and he was subsequently detained. As Shelton exited the vehicle at an officer’s request and he observed her attempt to conceal a container on her person. The items dropped on the pavement were located in the floorboard of the vehicle several containers which contained small amounts of methamphetamine and other drug paraphernalia. The container Shelton attempted to conceal on her person contained several grams of methamphetamine and other paraphernalia. Officer’s located several grams of marijuana inside the vehicle which Jeffcoat claimed ownership of. Additionally Shelton advised officers she had a glass pipe used to smoke marijuana concealed on her person which was recovered. 

Both Shelton and Jeffcoat were transported to Jackson County Correctional Facility to await first appearance on their respective charges.

Christopher Leon Stratton

From Marianna Police Department

   On April 25, 2016 at approximately 6:05 p.m., The Marianna Police Department received a call about a male subject, Christopher Leon Stratton, located at 2996 Southwind Drive, who had cut himself with a knife and wanted to harm himself further. The caller further stated, Stratton was armed with a handgun. 

   Officers arrived to discover Stratton visible at the front door of the residence, holding a small child. After a few minutes, Stratton agreed to let the child be turned over to the child’s mother. Stratton conversed with officers for a few minutes longer, but was becoming more agitated. Stratton was making statements about already taking medication, and now all he had to do was wait. He made additional statements about “being through with it all”.

   As Stratton’s demeanor declined, he attempted to barricade himself inside the residence, where he had several firearms. Officers were forced to take action.  Officers entered the residence at approximately 6:18 p.m., and were able to take Stratton into custody, without further incident or injury.

   After Stratton was removed from the residence, officers learned this started as a domestic altercation, between Stratton and his wife. During that altercation, Stratton had confined his wife in one of the bedrooms of the residence, and used physical force to keep her there. 

   Stratton was transported to Jackson Hospital to be medically cleared, before being transported to the Jackson County Correctional Facility. Stratton is being criminally charged in this incident, based on his actions prior to cutting himself and talking about suicide. 

   The Marianna Police Department would like to thank the members of the Jackson County Sheriff’s Office for their assistance in this incident. 

Traffic stop leads to drug arrests

On Sunday, May 1, 2016 the Jackson County Sheriff’s Office, Drug Task Force conducted a joint investigation with the Calhoun Liberty Drug Task Force.

A Probable cause traffic stop was conducted on a 1999 Buick, in the Malone Florida area, for a traffic infraction. A free air sniff was conducted of the exterior of the vehicle by K-9 “Flash” of the Liberty County Sheriff’s Office, with a positive alert.

As a result the following person(s) were arrested:

Joshua Clay Williams, white male, 35, Clarksville, Florida. Charges: possession of methamphetamine with intent to sell possession of controlled substance (Hydrocodone) possession of drug paraphernalia

Arion Keith Burke, white male, 49 Blountstown, Florida. CHARGES: possession of methamphetamine with intent to sell possession of drug paraphernalia.

Schmucker charged with sexual battery

On May 5th, 2016 the Jackson County Sheriff’s Office concluded a long term sexual battery investigation involving a 3 year old minor. In November of 2009 the Sheriff’s Office began investigating allegations that Stephen Schmucker, now 26 years old, had molested a 3 year old family member in the summer of 2009.

Interviews were conducted in 2009 by the Jackson County Sheriff’s Office, but the family moved from Jackson County and the investigation was left unresolved due to investigators not knowing the whereabouts of the victim and her family.

In April of 2016, Jackson County Sheriff’s Office reinitiated the investigation when they became aware the victim had returned to Jackson County. On May 5th, 2016, investigators with the Sheriff’s Office conducted a post Miranda interview with Stephen Schmucker. During the interview with Schmucker, he admitted to having sexual intercourse to include penile penetration, digital penetration and oral sex on the victim multiple times. Schmucker stated these incidents occurred in Campbellton, Florida.

Stephen Schmucker was taken to the Jackson County Correctional Facility to await first appearance. Based on the information gathered during the investigation, Stephen Schmucker is being charged with sexual battery.

Sheriff Lou Roberts would like to thank the Gulf Coast Children’s Advocacy Center and the Florida Department of Children  and Families for the joint effort  in this case.

Drug search warrant  and arrests in Sneads

On Monday, May 09, 2016, the Jackson County Sheriff’s Office Drug Task Force concluded an ongoing investigation in the illegal sales and distribution of Marijuana in the Sneads, Florida area. A search warrant was executed at a residence at the intersection of Old Spanish Trail and Keevers Road. The investigation and subsequent search warrant came as a result of numerous citizen complaints and a tip indicating the resident was regularly distributing Marijuana from the residence.

During the course of the search investigators discovered over 3 pounds of Marijuana, scales, plastic bags, a stolen firearm, and $6,370 U.S. Currency. Also seized were three vehicles under the Florida Forfeiture Act.  The seized Marijuana has a street value of approximately $6,200.

The following person(s) were arrested: 

Arrested: Carlos Geathers, 29, Sneads, FL.

Charges: possession of marijuana with intent to distribute, possession of a firearm during the commission of a felony, grand theft of a firearm, possession of drug paraphernalia

Arrested: Eugene Travis, 31, Sneads, FL 

Charges: possession of marijuana with intent to distribute, possession of a firearm during the commission of a felony, grand theft of a firearm, possession of drug paraphernalia, possession of a firearm by a convicted felon

Marianna man arrested after shooting

On 5-14-16 at approximately 2:44 a.m. the Jackson County Sheriff’s Office responded to Jackson Hospital regarding a gunshot victim.

During the course of their investigation deputies learned that a 33 year-old female was at Club Secrets near Marianna when a dispute erupted between two men over a game of pool. 

At some point in the disturbance, Ricky Leon Wynn Jr. reportedly brandished  a .25 caliber pistol and pointed it at the other subject’s face. He then pointed the gun to the side and fired the weapon striking the female in the abdomen. The bullet is believed to have lodged in her pelvic area.

She was initially taken to Jackson Hospital by a friend and subsequently transferred to Tallahassee Memorial for surgery and is expected to recover. 

Witnesses at the scene who are familiar with Wynn identified him as the shooter. He was located at his mother’s residence on Sunset Dr. and taken into custody at 4:35 a.m. He was lodged in the Jackson County Correctional Facility to await first appearance. He was also charged with felon in possession of a firearm.

Graceville man arrested

On May 5, 2016, at approximately 11:05 PM, Jackson County Sheriff's Deputies were dispatched to a residence on Peanut Road, in reference to a disturbance. Upon arrival at approximately 11:20 PM, Deputies made contact with the homeowner, who advised that his 35 y/o son, Shane David Taylor, was “tearing the house apart”. He advised that Taylor was intoxicated or on “something”. Taylor's mother had locked herself in the bathroom, in an attempt to get away from him. Deputies then made contact with Taylor in the kitchen area of the residence and requested him to come outside. The deputies observed the contents of the residence were thrown in the floor including cabinets, bookcases, shelves, pots, food, etc. Taylor was argumentative and belligerent with Deputies and refused to follow their instructions. At that time, Deputies began clearing a path through the debris, to Taylor's position. He began backing toward the drawer area of the kitchen, where the knives and other utensils were stored. Once a large cabinet was moved, deputies entered the area and Taylor clinched his fists, in a fighting position. Deputies instructed Taylor to calm down and drop his hands several times, to which he replied that he just wanted a “cigarette”. Deputies then instructed him to come outside the residence and he became aggressive, striking a deputy on the left side of his head, with a closed fist. Deputies then deployed a department issued Taser and after a struggle, Taylor was subdued and placed into hand restraints.  He was then transported to the Jackson County Correctional Facility without further incident to await First Appearance. The deputy that was struck in the head, suffered only minor injuries, that did not require medical attention.

Shooting near Compass Lake Community

On 5-14-2016, deputies from the Jackson County Sheriff’s Office responded to a shooting incident near the Compass Lake Community. Upon arrival, deputies discovered the body of a 14 year old male subject that had suffered a gunshot wound. During the course of the investigation, deputies and an investigator from the medical examiner’s office, learned that the victim and a 15 year old friend had come into possession of a shotgun. Statements and evidence obtained at the scene indicated that, while handling the shotgun, the victim accidently discharged the shotgun resulting in his death. The investigation is currently classified as a death investigation and it remains open and ongoing.

On May 12th, 2016 at approximately 9:34 a.m., officers with the Marianna Police Department attempted to conduct a traffic stop on a White Kia Soul for the violation of Failing to stop at a stop sign near the intersection of Old Cottondale Road and Orange Street.  Once Officer’s attempted to initiate a traffic stop, the vehicle led officers on a pursuit as it traveled through residential streets and with wanton disregard for public safety.  The driver of the vehicle was later identified as Arthur Collier who ended the pursuit in front of his residence on Graham Street as he fled from the vehicle on foot.  Collier was taken into custody in some nearby brush near Mattie’s Lane.  Collier is charged with the below listed charges and was booked into the Jackson County Correctional Facility where he will await first appearance.

From Marianna Police Department 

 On 05/17/2016 at approximately 7:39 p.m. Officers with the Marianna Police Department responded to the intersection of Russ Street and Lafayette Street in reference to a traffic crash.  Upon arrival Officers determined two vehicles were involved in the collision and one of the vehicles involved had overturned and had come to rest on its roof in the two east bound travel lanes.  During the investigation, Officers were able to determine that the overturned vehicle was traveling south on Russ Street through a green traffic light at the intersection when the second vehicle involved ran the red light on Lafayette Street as it was westbound and struck the other vehicle causing it to overturn.   All parties involved were transported to Jackson Hospital by Jackson County EMS to be treated for possible injuries sustained during the traffic crash.

Motorcyclist arrested on multiple charges

On 5-17-16 at approximately 1130 A.M. a deputy of the Jackson County Sheriff’s Office was traveling on Hwy 2 in the city of Campbellton, when they observed a motorcycle do a U-turn in the highway. The motorcycle was observed not to have a license plate displayed and the driver accelerated rapidly causing the motorcycle to come up on one wheel for a short distance.

   The deputy activated his emergency lights and sirens in an attempt to signal the driver to stop. The driver failed to stop and turned into a residence located at 2388 Hwy 2. The driver then looked at the deputy and sped across the yard into a church yard and onto Cedar St in a northbound direction at a high rate of speed.

   The deputy began to pursue the motorcycle with lights and sirens activated up Cedar St and onto Ellaville Rd. The motorcycle continued to flee at speeds in excess of 100 mph, traveling in both lanes at times. The motorcycle then turned onto Cardinal Rd, traveling westbound on the dirt road.

   While traveling on the dirt road, the motorcycle encountered several curves and loose dirt, which caused the driver to lose control on the west shoulder of the road and the motorcycle traveled back to the center of the road, where it impacted with the left front corner of the department vehicle.

   The motorcycle then entered the ditch, coming to rest on its side and the driver fled southbound on foot. A perimeter was established by other responding units and the tracking teams from Jackson Correctional and Apalachee Correctional Institutes were requested.

   Within 5 minutes of the arrival of the tracking teams, the suspect was taken into custody at approximately 1225 hours. The suspect was identified as Ronald J. Ollig Jr of Campbellton.

   A search of the motorcycle did turn up approximately 27.5 grams of crystal methamphetamine with a street value of approximately $3000. Also located were several items of drug paraphernalia to include a set of digital scales and bags to package and sell narcotics with.

   The Florida Highway Patrol responded and assisted with the investigation into the crash and other traffic violations from this incident, which led to further charges against Ollig.

   The Jackson County Sheriff’s Office would like to thank the Florida Department of Corrections K-9 teams and the Florida Highway Patrol for their assistance in this investigation.

The Marianna Police Department, in cooperation with the Florida State Fire Marshall’s Office, would like to announce the arrest of Jerry Lee Upshaw Jr. in reference to a vehicle arson that occurred on May 15, 2016 at H & H Towing on Jackson Street in Marianna.  

During the joint investigation it was determined that Mr. Upshaw Jr. paid a subject to assist him in burning a 2015 Toyota Avalon that owned by Upshaw and had been towed and was stored on the H & H towing Lot.  Investigators determined that Upshaw paid a subject $200.00 to burn his vehicle and that he was present during and did assist with the arson of the vehicle.  It was also learned that Upshaw Jr. filed an insurance claim on the burned vehicle the day following the fire in an attempt to defraud the insurance company.  On May 19, 2016 a warrant was issued for the arrest of Upshaw Jr. for the above listed charges.  He was located by Officers at his residence and was taken into custody without incident.  Jerry Lee Upshaw Jr. has been booked in the Jackson County Correctional Facility where he will await first appearance.   

This in an ongoing investigation and other arrests are expected to be made in this case.  The Marianna Police Department and the State Fire Marshall’s Office would like to thank Marianna Fire and Rescue for their assistance in this case.

Woman arrested on child abuse/medical neglect charges

On March 25, 2016 investigators with the Jackson County Sheriff’s Office began investigating a child abuse medical neglect case in conjunction with Department of Children and Families (DCF).

According to documents provided to investigators by DCF it was learned that Celina Crenshaw had failed to provide the adequate medical needs for her disabled son who is wheel chair bound.

Crenshaw had been advised by several doctors that her son needed a medical procedure that would not only ensure his quality of life, but also save his life. Due to Crenshaw failing to follow doctor’s orders for her son to have this life saving medical procedure a court order was issued for her son to receive this medical procedure. Again she failed to comply with orders so DCF removed her son from her care and he was placed in a medical foster home.

On May 19, 2016 an arrest warrant was obtained for Celina Crenshaw for child abuse/neglect and she was taken into custody without incident and transported to the Jackson County Correctional Facility to await first appearance.

From Marianna Police Department

On 05/21/2016 at approximately 21:13 hrs, Officer’s with the Marianna Police Department responded to the intersection of South Street and Orange Street in reference to a traffic crash. Upon arrival, Officers determined a Dodge Avenger passenger car pulled out of O&M Food Mart on to South Street and was struck by a Yamaha motorcycle traveling westbound on South Street. While identifying the drivers of the vehicles it was determined the driver of the motorcycle, Richard Wayne Hice, had a suspended driver’s license. Hice stated he recently purchased the motorcycle and provided officers with a handwritten bill of sale. Hice advised officers the tag was on the vehicle when he purchased it on 04/24/2016. The tag was registered to a different motorcycle and upon checking the VIN number of the crashed motorcycle which did not coincide with VIN number on the bill of sale it was found to have been reported stolen. The motorcycle was reported stolen in March of 2016 from a local convenience store. Hice was placed under arrest and transported to Jackson County Correctional Facility to await first appearance.

Subject Arrested for Burglary

From Marianna Police Department

The Marianna Police Department arrested Brandon Robert Harris on May 24, 2016 on an outstanding warrant for the Burglary of an Occupied Dwelling which occurred on May 21, 2016. It is alleged that on Saturday May 21 Harris forcefully and unlawfully entered the occupied home of his ex-girlfriend and once inside the residence Harris removed a cell phone that belonged to a guest of the residence.  It is believed that Harris returned to the residence a second time after his ex-girlfriend and her guests had left the residence. The second time entry was made into the residence, a washing machine which Harris had advised during the first incident was his was missing from the residence and a drain in the bathroom had been clogged and the faucets were left running which flooded portions of the house causing significant damage to several areas in the residence.  On 05/24/2016, Officers with the Marianna Police Department placed Harris under arrest without incident.  Harris has been booked into the Jackson County Correctional Facility where he will await first appearance.

William McCullers sentenced to 25 years in prison

Circuit Judge Christopher Patterson sentenced a Cottondale man to 25 years in prison Thursday for molesting four little girls.

Assistant State Attorney Shalla Jefcoat was prepared to take William Jackson McCullers, 65, to trial for molesting four girls over the course of 11 years. Two of the girls were 9, one 7 and one as young as 4 when the molestation began.

On Thursday, McCullers pleaded no contest to seven counts of lewd or lascivious molestation upon a child younger than 12. Pursuant to the plea, McCullers will serve a minimum mandatory sentence of 25 years in the Department of Corrections followed by a lifetime of sexual offender probation. He was designated a sexual predator. The case was investigated by Capt. Mark Collins of the Washington County Sheriff’s Office and prosecuted by the Office of Glenn Hess, State Attorney for the 14th Judicial Circuit.

On Friday May 27, 2016, the Jackson County Sheriff’s Office Drug Task Force concluded an ongoing investigation in the illegal manufacture and distribution of methamphetamine in Marianna, Florida. A search warrant was executed at a residence located off Tobe Lane in the Rocky Creek Community. The investigation and subsequent search warrant came as a result of numerous citizen complaints and tips indicating that the suspects, Johnathon C. Coulliette and Chelsea A. Walker were regularly manufacturing and distributing methamphetamine from this location.

During the course of the search, Investigators located a series of items consistent with the manufacture, use and distribution of Methamphetamine. These items included various forms of drug paraphernalia including used needles, glass smoking pipes, spoons, baggies and scales.

Investigators also located chemicals and other items used in the manufacture of methamphetamine including coffee filters, lye, a bottle of suspected muriatic acid, rubber tubing, a pill grinder, and approximately 106 grams of Methamphetamine oil. Approximately 2 grams of Crystal Methamphetamine was located as well in addition to less than 20 grams of Marijuana and 2 types of highly abused prescription medication.

At the conclusion of the investigation, both Coulliette and Walker were placed under arrest along with a third suspect, Christian Williford, who was present at the time the warrant was executed.

Williford is believed to have been staying at the residence for an extended period of time.

Charges: trafficking methamphetamine, manufacture of methamphetamine possession of drug paraphernalia, possession of a firearm by a convicted felon (2 counts) possession of ammunition by a convicted felon possession of marijuana less than 20 grams, possession of a controlled substance (Adderall) possession of a controlled substance (Xanax).

Arrested: Chelsea Anne Walker, female, Marianna, FL.

Charges: trafficking methamphetamine manufacture of methamphetamine possession of drug paraphernalia, possession of marijuana less than 20 grams possession of a controlled substance (Adderall) possession of a controlled substance (Xanax).

Arrested: Kristian Sheree Williford, female, Marianna, FL.

Charges: trafficking methamphetamine manufacture of methamphetamine possession of drug paraphernalia, possession of marijuana less than 20 grams possession of a controlled substance (Adderall) possession of a controlled substance (Xanax).
